Coordination between Parliament and government is a fundamental theme of constitutional law.
If it is “centralized” in France and reports to a minister for relations with Parliament, it is different in Germany, where this cooperation is “decentralized” with parliamentary secretaries of state, these deputies supporting the ministers within the ministries and acting as a relay with the assemblies.
The range of their missions and means varies, their determination falling to the beneficiary minister.
Their contribution is essential in legislative matters and with regard to parliamentary control. They are a pillar of “positive” parliamentarism practiced across the Rhine.
